The multi-million-dollar project will design and construct a new downtown City Hall and Fire Station. Built on the current City Hall location (137 10th Street), the facility will create a downtown civic campus housing numerous municipal services in a central site that is easily accessible by citizens.

<p>The City of Steamboat Springs and the Yampa Valley Housing Authority (YVHA) are developing a draft agreement to annex the proposed Brown Ranch property for City Council consideration. The agreement will be ironed out by the Brown Ranch Annexation Committee (BRAC) consisting of two City Councilors, two members of the Yampa Valley Housing Authority (YVHA) Board of Directors, the City Manager, YVHA Executive Director. In addition, city and YVHA staff and/or technical consultants will participate as required. .</p><p>The Brown Ranch Annexation Committee is an open public body that follows similar meeting requirements to city boards &amp; commissions like City Council or Planning Commission. The committee is charged with negotiating the terms of a comprehensive agreement governing the proposed annexation. During the initial session on Jan. 20 (9-11am), the committee will set the direction for the group including formalizing the meeting schedule, public comment and finalizing a third-party independent chair.</p><p>These meetings will address infrastructure (roads, utilities, sidewalks, trails, etc.), anticipated costs including operational expenses and other related elements such as parks, transit, and water/wastewater. Once the draft agreement is finalized, City Council will review and discuss the agreement through normal meeting protocols.</p><p>All future meeting minutes, agendas, session video recording and other pertinent material will be accessible online through the city website, YVHA website and <a href="http://www.engagesteamboat.net/annex">EngageSteamboat.net/Annex</a>. Public comment is available at all committee meetings, through EngageSteamboat.net or by email or letter.</p>

Annexation

<div class="FieldContent__container" data-test="field-Background"><div class="FieldContent__formItem" data-test="fieldContentDataViewLabel"><div data-test="longTextFieldDataView" id="long-text-field-data-view-fd6d93b3-4dee-495e-8a6d-91389ac10d70"><p>This project would extend Stone Lane (east of Walton Creek) to US40 via a new bridge and improvements to Stone Lane from US40 to Whistler Road including stormwater, utilities, bike lanes, streetscape features, and sidewalks. This project will also connect to the existing Walton Creek Trail (bike &amp; pedestrian). An alternative to Walton Creek Road is needed to serve the east Steamboat Springs neighborhoods. The TMP, US40 East Access Control Plan, Routt County Hazard Mitigation Plan, along with additional historic planning documents identified the extension of Stone Lane across Walton Creek to serve the east Steamboat Springs neighborhoods. </p><p>This project is a top priority in the adopted Transportation and Mobility Plan and the Routt County Hazard Mitigation Plan. With the ongoing increase of residents and resort users, the need for an extension of Stone Lane will be more pronounced as traffic volumes continue to impact the level of service along Walton Creek Road and all the intersections along Walton Creek Rd. Additionally, the extension of Stone Lane would provide critical secondary access for residents and emergency services. </p><p>Currently, the city is in the process of awarding the project to a design consultant to start the design, community engagement and conceptual plans for this future project. </p></div></div></div><div class="FieldContent__container" data-test="field-Analysis"><div class="FieldContent__formItem" data-test="fieldContentDataViewLabel"><p><br></p><div data-test="longTextFieldDataView" id="long-text-field-data-view-3148cecf-1096-46af-bf15-82b3909b591a"><br></div></div></div>

Stone Lane Bridge

The US40 &amp; Downhill Drive Intersection is a high priority for improvement. Completed by Baseline Engineering, the planned intersection improvements include aligning Downhill Drive and Riverside Drive, installation of signals, planning for future 4-lanes on US40, and improving pedestrian, bicycle, and transit service to the intersection. The city partnered with CDOT and will provide design and property acquisition, while CDOT will manage and fund most of the construction. The city is in the process of final CDOT approvals and completion of land acquisition. The project is anticipated to go to bid in November 2023 with construction occurring during the summers of 2024 and 2025. Work will be completed in two phases with the Riverside portion of the project occurring in 2024 and the Downhill Drive portion in 2025. 

Downhill Drive/US 40 Intersection

<p>New Design Envisioned for Gondola Transit Center/Meadows.<strong> </strong>The city, Steamboat Springs Redevelopment Authority and Steamboat Ski &amp; Resort Corporation recently entered into a Public Improvements Agreement committing a combined $50M to reconstruct the Gondola Transit Center and Meadows Parking Lot, including the installation of a high-speed 8-10 passenger gondola in between. The project includes closing Mt Werner Circle at the GTC to all traffic except city buses, to improve transit function and pedestrian safety while creating an improved arrival experience at the ski area</p>

Pine Grove Road has been seeing increased wear and tear to the pavement resulting in a rough road surface with a high maintenance demand. The Pine Grove Road Reconstruction Project will be a full replacement of the existing pavement section from US 40 to Mount Werner Drive.

Yampa Valley Regional Transportation AuthorityJointly, Routt County, the City of Steamboat Springs, and the City of Craig are studying how the formation of a Regional Transportation Authority (RTA) would benefit residents, visitors, and workers in the Yampa Valley.

<p>This project is funded by the Steamboat Springs Redevelopment Authority (SSRA) and has long been a high priority for the SSRA and its advisory committee, the Urban Redevelopment Authority Advisory Committee (URAAC). The project will formalize Ski Time Square Drive from the existing traffic circle near the Torian Plum to the easterly terminus near the T-Bar and seeks to improve traffic flow and pedestrian safety as well as beautify the streetscape. </p><p>A main feature will be a new public turnaround at the eastern end of Ski Time Square Drive to give drivers a safe and easy way to turn around and to improve fire access for the surrounding properties. </p>

<p>The Colorado Department of Transportation will soon begin concrete rehabilitation improvement work on US Highway 40 near Steamboat Springs. Work is anticipated to begin April 3. Motorists should plan for 15-20 minute delays once work begins, with longer delays during peak travel times, such as the morning and evening commute. Crews will conduct the rehabilitation improvement project for three months. Work is anticipated to be completed by the end of June. Work will take place from Mile Point 130.5 to MP 133.5. KSK, LLC is the contractor for this project. </p><p>The project will improve and prolong the life and durability of US 40 in Steamboat Springs. ADA sidewalk accessibility will be improved, along with refreshed pedestrian crosswalks. Work will primarily include concrete pavement panel replacement, ADA pedestrian ramps, and sidewalk improvements. A smooth road or highway has many important benefits, including safety and improved quality for the driving experience.
