Housing Needs Assessment and Housing Action Plan
The city is developing a Housing Needs Assessment (HNA) and Housing Action Plan (HAP) to serve as a framework for future housing-related planning, policy and investments. These documents are required by the State of Colorado and are designed to work in tandem to address local housing gaps through data- and community-informed plans.

Housing Needs Assessment
A Housing Needs Assessment identifies the type and amount of housing needed in a community or region to ensure current and future residents at all income levels have access to quality housing they can afford. At minimum, the HNA must document the following:

  • Housing stock: the number and type of housing units.
  • Housing needs: estimated housing needs by income level and dwelling unit type (rental, ownership, accessible, etc.).
  • Number of households: estimated number of local households and how that relates to the region.
  • Jobs by salary: estimated number of jobs by salary and wage.
  • Allocate housing needs: distribution of housing needs based on job availability and local economic dependencies.
  • Displacement risk: identify areas with elevated risk of housing displacement (involuntary relocation of residence due to increased cost of housing, poor physical conditions, or property redevelopment, demolition, or rehabilitation)

Housing Action Plan
The city’s Housing Action Plan will be formed in response to the needs identified in the Housing Needs Assessment. It will turn the needs analysis into action and guides the city in developing legislative actions, promoting regional coordination, and informing the community of the efforts to address housing needs in Steamboat Springs

The forthcoming Housing Action Plan will update the Housing Strategy and Action Plan adopted in August 2024.

Project Timeline
SE Group and Economic & Planning Systems (EPS) are partnered with the City to complete the HNA and HAP.

The Housing Needs Assessment will be completed first (summer 2026) and development of the Housing Action Plan will commence once the State of Colorado finds the HNA meets state requirements.
