Welcome to Engage Steamboat

The multi-million-dollar project will design and construct a new downtown City Hall and Fire Station. Built on the current City Hall location (137 10th Street), the facility will create a downtown civic campus housing numerous municipal services in a central site that is easily accessible by citizens. Over the process, an extensive community engagement campaign will accompany the different phases of the project working with the public to create an environment that fosters confidence and trust.

The City of Steamboat Springs, in partnership with Routt County, is engaging the entire Steamboat Springs community to co-develop a new long-range guiding document that will capture our shared values and describe a framework for unified action. The new plan will provide the policy framework for regulatory tools like zoning and other policies and programs designed to address current and long-term needs identified during the community-driven process. The current Steamboat Springs Area Community Plan was adopted in 2004 and that plan&#39;s vision was reconfirmed through a public process in 2014. Routt County adopted a new Master Plan in August 2022, setting the stage for a new locally relevant and regionally responsible Steamboat Springs Community Plan. The following sections provide information on the plan&#39;s study area, the proposed timeline, and opportunities for engagement and input. Project Goals<ol><li>Document a shared understanding of opportunities and needs as informed by community members.</li><li>Build on the analysis and findings from previous and contemporary plans (e.g., Climate Action Plan). </li><li>Create an accessible and values-driven plan that supports informed and consistent decisions that reinforce community values and identity.</li><li>Identify and drive achievable actions while leaving room for innovation as we continue to observe and learn. </li><li>Establish approaches, methods, and tools to monitor performance and successfully manage change. </li></ol>Project TeamThrough a competitive bidding process, the City of Steamboat Springs selected a team of consultants led by SE Group to assist in creation of the new Steamboat Springs Community Plan. This open house will include a series of informational posters related to various planning topics (transportation, housing, economic development, recreation, etc.) as well as a series of questions aimed at identifying related values, priorities, and community observations. </li><li>Community Plan Vision and Values Survey | June 5, 2024 - July 5, 2024 - For community members who couldn&#39;t make it to the Open House, or want to provide more in-depth responses, a Community Plan Vision and Values Survey will be available for approximately 4-6 weeks following the Community Plan Open House. </li><li>Community Plan Pop-Up Events | Summer 2024 - Couldn&#39;t make it to the Open House but want to learn more about the project and chat to a member of the project team? Find us at the weekly Farmer&#39;s Market throughout the summer. As other pop-up events are added to the engagement schedule, they will be posted here. </li><li>Topic Area Focus Groups | June 2024 - July 2024 - After the initial results of the Community Plan Vision and Values Survey are summarized, the planning team will determine a few plan topic areas that need more attention due to their complexity and level of community interest. These technical working groups will meet to review findings of our analysis and provide direction on preliminary recommendations. </li><li>Scenario Planning Workshop | August 2024 - September 2024 - The project team will host an interactive discussion to help community members explore the trade-offs between key policy choices. These workshops could include topics such as housing, land use, traffic management and parking, recreation and tourism, and economic development. </li><li>Draft Plan Presentation | November 2024 - December 2024 - Once the team has created a draft plan, we will host an in-person presentation and feedback session. During this session, the team will also facilitate a conversation around identifying measures and metrics that could help track progress and success.</li></ul>

Community Canvas - Steamboat Springs Community Plan

Howelsen Park is a large and treasured community asset that hosts a variety of different uses and different user groups, in particular the general public. The Park is home to Howelsen Hill, the oldest continuously operated ski area in North America. Additional major features of the park include an indoor ice rink, a professional rodeo arena with accompanying campground, four baseball/softball fields, three sand volleyball courts, a basketball court, a children&rsquo;s playground, a skate park, a bicycle pump track, access to the Emerald Mountain trail network, the Parks and Recreation Department office building, numerous maintenance buildings and spaces, and historic Howelsen Lodge. The Park is utilized by a wide range of recreation-based community groups as well as multiple special events throughout the year. These groups and events can occasionally exceed parks capacity for parking and usage. The city is currently working with an outside consultant on a parking and traffic management study for Howelsen Park. This study seeks to provide a current baseline of parking availability and impacts and to provide direction on parking and traffic management strategies to help alleviate congestion during large events and to assist in future planning and development efforts. This engagement effort seeks to gain input from our various user groups and the general public on their experience in programming at the park, challenges, opportunities, and future growth potential while considering existing uses and contractual obligations.

Howelsen Park Charette

This project is funded by the Steamboat Springs Redevelopment Authority (SSRA) and has long been a high priority for the SSRA and its advisory committee, the Urban Redevelopment Authority Advisory Committee (URAAC). The project will formalize Ski Time Square Drive from the existing traffic circle near the Torian Plum to the easterly terminus near the T-Bar and seeks to improve traffic flow and pedestrian safety as well as beautify the streetscape.The Ski Time Square Drive Public Turnaround and Complete Streets Improvements Project will commence major construction activities in mid-April 2024, just after the close of ski season. This highly anticipated project will formalize Ski Time Square Drive, upgrade the streetscape with new snowmelted sidewalks and upgraded landscaping and improve vehicular circulation with a new public turnaround at the end of the public right of way. Construction is expected to progress through the summer and fall, with substantial completion expected before November 1, 2024. Soon after the start of construction, the project team expects all public street parking on Ski Time Square Drive will become unavailable for most or all of the duration of the project. However, access to all adjacent properties will be maintained throughout the duration of project construction. Yampa Valley Regional Transportation Authority Jointly, Routt County, the City of Steamboat Springs, and the City of Craig are studying how the formation of a Regional Transportation Authority (RTA) would benefit residents, visitors, and workers in the Yampa Valley.What is an RTA?<ul><li>An organization that can be formed with the approval of a majority of voters within the defined geographic boundaries. The &ldquo;authority&rdquo; is essentially an agreement between at least two governmental entities that forms a third governmental entity that administers the transportation system.</li><li>Once approved, the RTA can plan, finance, implement, and operate a regional transportation system within the RTA boundaries.</li><li>The transportation system can include transit, bicycle, pedestrian, roadway, air service, and railway transportation services / infrastructure.</li></ul>How can an RTA help me?<ul><li>An RTA could provide numerous benefits for those living, visiting, or working in the Yampa Valley Region, including:</li><li>Improved transit options for getting to work, school, and activities</li><li>Greater access from affordable housing to work, school, and community amenities</li><li>Reduced traffic and parking pressures</li><li>Improved and safer roadway conditions</li><li>More recreational and commuter opportunities on regional amenities (such as trails)</li></ul>

Regional Transportation Authority

The rehabilitation improvement project will happen over three months on US 40 in Steamboat Springs, Mile Point (MP) 130.5 to 133.5. The project will improve and prolong the life and durability of the roadway. ADA sidewalk accessibility will be improved. Work will primarily include concrete pavement panel replacement, ADA pedestrian ramps, and sidewalk improvements. CDOT US40/Lincoln Rehabilitation Project

New Design Envisioned for Gondola Transit Center/Meadows. The city, Steamboat Springs Redevelopment Authority and Steamboat Ski &amp; Resort Corporation recently entered into a Public Improvements Agreement committing a combined $50M to reconstruct the Gondola Transit Center and Meadows Parking Lot, including the installation of a high-speed 8-10 passenger gondola in between. The project includes closing Mt Werner Circle at the GTC to all traffic except city buses, to improve transit function and pedestrian safety while creating an improved arrival experience at the ski area

<div class="FieldContent__container" data-test="field-Background"><div class="FieldContent__formItem" data-test="fieldContentDataViewLabel"><div data-test="longTextFieldDataView" id="long-text-field-data-view-fd6d93b3-4dee-495e-8a6d-91389ac10d70">This project would extend Stone Lane (east of Walton Creek) to US40 via a new bridge and improvements to Stone Lane from US40 to Whistler Road including stormwater, utilities, bike lanes, streetscape features, and sidewalks. This project will also connect to the existing Walton Creek Trail (bike &amp; pedestrian). An alternative to Walton Creek Road is needed to serve the east Steamboat Springs neighborhoods. The TMP, US40 East Access Control Plan, Routt County Hazard Mitigation Plan, along with additional historic planning documents identified the extension of Stone Lane across Walton Creek to serve the east Steamboat Springs neighborhoods.This project is a top priority in the adopted Transportation and Mobility Plan and the Routt County Hazard Mitigation Plan. The need for an extension of Stone Lane will be more pronounced as traffic volumes continue to impact the level of service along Walton Creek Road and all the intersections along Walton Creek Rd. Additionally, the extension of Stone Lane would provide critical secondary access for residents and emergency services. Currently, the city is in the process of awarding the project to a design consultant to start the design, community engagement and conceptual plans for this future project.</div></div></div><div class="FieldContent__container" data-test="field-Analysis"><div class="FieldContent__formItem" data-test="fieldContentDataViewLabel"> <div data-test="longTextFieldDataView" id="long-text-field-data-view-3148cecf-1096-46af-bf15-82b3909b591a"> </div></div></div>
