Parks, Recreation, Open Space, Trails & River Master Plan

The City of Steamboat Springs has initiated a planning process to prepare a Comprehensive Parks, Recreation, Open Space, Trails and River (PROSTR) Master Plan.The plan will provide a 10-year vision for parks, recreation, open space, river and trails, as well as an action plan for implementing this vision.

The plan will outline recommendations for all aspects of the Steamboat Springs park system, including the park system mission and goals based on community demand, supply and needs analysis.

Throughout the planning process, the team will affirm goals and objectives, analyze trends and demographics, evaluate supply and demand, and provide recommendations and priorities for improvements throughout the parks, recreation, open space, trails and river system.


Public Workshop #3 - This workshop, held March 21, 2018, included a review of summary of community input to date, vision and goals for the system, preliminary recommendations, and various funding alternatives.

Public Workshop #2- The second opportunity for public input on the PROSTR Master Plan was held on January 24, 2018 where the public was presented with an outline of the plan's goals and objectives and a summary of community's vision and values. The majority of the meeting was spent in small breakout working groups to discuss specific opportunities related to Howelsen Hill &Park, Yampa River & Core Trail, City-wide Trails & Emerald Mountain, Open Space, and Parks & Recreation Facilities. All participants were able to weigh in on the the best ideas presented at each table. Review the meeting presentation here.

Public Open House #1- A public open house was held December 7, 2017 to learn about the planning process, existing facility inventory, and trends affecting outdoor recreation. Review the meeting materials here.
