As described in City of Steamboat Springs Housing Strategy and Action Plan, the Brown Ranch property is an unprecedented opportunity to meet the community’s need for affordable and attainable housing. The Brown Ranch Community Solutions project is not intended to create a new Brown Ranch plan or annexation agreement, but rather it is meant to identify key strategies and approaches that can shape a successful development project and associated annexation.

History

In 2021, with a $24 million anonymous donation, the Yampa Valley Housing Authority (YVHA) purchased 534 acres at Brown Ranch. YVHA hosted hundreds of meetings with community members and technical experts to create the Brown Ranch Community Development Plan (2022). The Brown Ranch Annexation Committee (BRAC) was formed in 2023 to negotiate the terms of an annexation of approximately 420 acres of land on the western border of current city limits. In March 2024, Steamboat Springs voters rejected the annexation in accordance with the terms and conditions of the Annexation Agreement.

The Brown Ranch Community Solutions project was launched in August 2024 and endeavors to put deliberation, dialogue, and transparency at the center of the community dialogue and altering traditional decision-making structures by asking the community to openly discuss opposing views as a way to identify workable solutions.

Where We Are Now - Transitioning to Phase 2

In late February 2026, leadership from the City of Steamboat Springs, Routt County, and YVHA met to begin defining a new joint governance structure for Brown Ranch. Facilitated by Civic Canopy with support from Community Builders, the group focused on how the three entities would work together, make decisions by consensus, and restructure the previous steering committee to reflect a more collaborative and transparent approach to moving the project forward.

The group will continue to meet over the coming months to provide direction on community engagement, to define the end state needed to submit a proposal for annexation, and to catalogue constraints and opportunities to annexation and future development of the Brown Ranch property. In consultation with the community, the group will also develop an Annexation Roadmap for Brown Ranch, including a clear set of components for a Brown Ranch Plan and annexation proposal.

    At the request of City Council, city staff developed a Municipal Services Analysis for the Slate Creek Neighborhood (report located in Documents section of this page). The analysis represents the collective professional judgment of city departments responsible for serving the Slate Creek Neighborhood.

    The analysis does not establish a fixed buildout limit or serve as a long‑term growth forecast. Rather, it provides the community with a current snapshot of municipal service capacity and identifies the service thresholds at which additional investment, staffing, or infrastructure upgrades may be needed to maintain existing service levels. The analysis reflects current operational conditions, including staffing levels, infrastructure capacity, and recent development activity. The capacity estimates are planning tools that will support upcoming policy and scenario discussions, and they will continue to evolve as conditions, infrastructure, and development patterns change.

    The findings reinforce a broader theme that emerged throughout the Brown Ranch Community Solutions process: housing, infrastructure, transportation, community character, and municipal services are deeply interconnected. Decisions about future growth are not solely about how many homes are built, but also about how growth is phased, financed, serviced, and integrated into the community over time

    Partners on the Brown Ranch Community Solutions Project selected an initial group of community members to participate in the Deliberation and Stewardship Team (DST). Staff from the City of Steamboat Springs and the Yampa Valley Housing Authority make up the Project Collaboration Team (PCT). The PCT received 81 applications from interested community members. Due to the outpouring of interest, the group selected 40 final members using a representative lottery. Panelot, a not-for-profit computation tool, selected a group that balances a variety of perspectives and identities from the applicant pool.

    The 40-member team was invited to an orientation meeting held on April 9, 2025 at the Police Department Community Room. During the DST orientation the Brown Ranch Community Solutions team described the larger project and the role of the DST. The DST will engage in rich and challenging discussions and healthy debate, supported by strong informational resources and expert facilitation, that creates shared understanding and elevates good ideas for future exploration.
