Early Notice & Public Review of Proposed Activity in 100-year Floodplain and Wetland

This is to give notice that the City of Steamboat Springs Deputy City Manager department as the Responsible Entity under 24 CFR Part 58 has determined that the following proposed action under the U.S. Department of Housing and Urban Development (HUD) Community Project Funding (CPF) program (Grant Number B-24-CP-CO-0442) is located in the 100-year floodplain and contains an on-site wetland. The City of Steamboat Springs will be identifying and evaluating practicable alternatives to locating the action within the floodplain and wetland and the potential impacts on the floodplain and wetland from the proposed action, as required by Executive Order 11988 and 11990 in accordance with HUD regulations at 24 CFR 55.20 in Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands.
The proposed project is located at 2453 Lincoln Avenue in Steamboat Springs, Routt County, Colorado on parcel 937014012, comprised of approximately 3.03-acres of developed urban land. The project activities include replacing the aging water and sewer infrastructure at the Whitehaven Mobile Home Park by installing a new water system and connecting it to the City of Steamboat Springs public water main. The project would impact approximately 0.20-acre of the 100-year floodplain and approximately 0.015-acre of the wetland, and would add approximately 0.047-acre of impervious surface to the project area. The wetland impacted is a palustrine emergent herbaceous wetland with various ecological functions, including floodwater storage, groundwater discharge, erosion control, and water quality maintenance. The wetland lacks any intrinsic value, and does not contain habitat for local species due to its proximity to the mobile home park. The project impacts are anticipated to be minimal, and are not expected to impact the functionality, purpose, or use of the floodplain or wetland.
There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplains and wetlands, alternative methods to serve the same project purpose, and methods to minimize and mitigate project impacts on the floodplain and wetland. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains and wetlands can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains and wetlands, it must inform those who may be put at greater or continued risk.
