Are you a resident, business owner, or both in Steamboat Springs?
Were you aware that when land that can soak up rainwater—like grass, soil, or landscaping (called “pervious area”)—is replaced by hard surfaces that water can’t soak into—like pavement, concrete, or rooftops (called “impervious area”)—it causes more rainwater to run off into storm drains? This runoff can lead to problems the city must manage, such as increased flooding, more pollution entering creeks and the Yampa River, and extra wear and tear on the stormwater drainage system.
Did you know that the city’s stormwater drainage system (underground pipes, manholes, inlets, ditches, etc.), which carries rainwater and snowmelt away from homes, businesses, and streets to nearby creeks and the Yampa River, is separate from the wastewater sewer system and stormwater is not treated before entering local waterbodies?

Did you know that Steamboat Springs’ stormwater program is currently funded by sales and use tax revenue?
In your opinion, which is a fairer way to fund stormwater services?
For single-family homes, do you think it’s fair to have rate tiers (different rates based on impervious area) instead of a uniform rate for all?
How important to you is the idea that, with a stormwater rate, more of the city’s general fund could be used for other important services like public safety, parks, and roads?
A potential stormwater rate, that would go into effect starting January 1, 2027, is currently being evaluated. Preliminary results indicate a rate ranging from $17 to $24 per month based on various scenarios for a medium sized single family residential property.
What concerns, questions, or suggestions do you have for the City as it considers forming a stormwater utility and supporting rate?
