Consultation has concluded
On December 22, 2020, the City of Steamboat Springs executed the Tennis and Pickleball Facility Ground Lease and Maintenance Agreement. This new agreement transferred immediate responsibility for the maintenance of the existing Steamboat Tennis and Pickleball Center building and courts to Court Sports 4 Life (CS4L).
In addition, this agreement allowed CS4L to fundraise for, and construct, a new Pickleball facility on City owned land at the site of the current Steamboat Tennis and Pickleball Center.
Despite the new agreement with CS4L, the existing concessionaire agreement with Bill and Loretta Conway remained intact. Under this agreement, the Conway’s would continue to manage the general operations of the current facility as a for-profit business and would remain separate from CS4L.
In recent fundraising efforts, CS4L has received feedback from potential donors and almost all institutional grant-makers, with concerns citing the possibility of the for-profit entity siphoning off “profits” at the expense of the non-profit, and will not donate to a non-profit that engages a for-profit concessionaire.
Therefore, CS4L would like to acquire the Conway’s business now instead of waiting until construction of the new Pickleball facility is complete. Doing so would change the terms under which the Tennis and Pickleball Facility Ground Lease and Maintenance Agreement was executed, removing the financial separation between the City, the Concessionaire and CS4L, and immediately transferring management of the facilities from the concessionaire to CS4L. If this proposed agreement were to move forward, a new contract would need to be executed.
The City of Steamboat Springs wishes to explore this proposed concept and receive public input through both the Parks & Recreation Commission and the Engage Steamboat online platform.
